Online Form 1 applications must be submitted by June 28th, Form 4 trust applications must be "postmarked" by July 13th to be grandfathered under the old rules.
 
While i can't speak to the validity of the above site, the below seem to converge on the 12th/13, regardless of filing method.

Based on these two sites, it would appear that confirmation of the date (12th vs. 13th) is in a bit of flux.

I filed another SBR today. Guess I'll find out if they kick it back.
 
dont know that they are still doing it, but in June, the ATF was doing a "pre-approval" of sorts. They were going over the F1/F4 and verifying seller/buyer info as well as serial numbers so they could dis-approve it In time for you to refile.
I efiled a F1 on 6/23 and had a denial on 6/30 do to incorrect serial number. They had already contacted the manufacturer to verify serial numbers as well.
In my denial they stated that submissions after the 7/13 date would be subject to the new rules.
