Welcome!! I would think you could give feedback on a sales transaction with another member, but I'll let a mod or admin answer that.

click persons user name from a post they made,then click view profile.notice the tabs in middle of screen(5 tabs one is grey with user name in it )click the one that says feedback score,then click the submit feed back link and viola....
