my ffl has always called mine in.

Isn't this because they are not classified as rifle or pistol on the paperwork so they now fall under pistol rules?

Minors are allowed to buy rifles and shotguns. Receivers are now classified as "other"

"Other" is not a rifle or a shotgun.

Handguns or stripped lower receives marked handgun requires buyer to
be 21 years of age. Other stripped lower receiver are treated as a
complete rifle or firearm. The parts, or upper section are not considered
a firearm (only a part of) have no registration or required records kept.

As of November 15th, it doesnt matter how the receiver is marked. No sales to people under 21.
