That answer is simple. In general, most folks are raised up as children to be nice, cooperative, helpful, and respectful. These are, after all, generally good qualities to have in society. So when an officer asks a question or asks to perform a search, good people will let their good nature dictate their response. this is the same state that charged my dad for drunk driving when he was sleeping at a rest stop and in the back seat of his 62 Cadillac with the engine off and no keys in ignition. But that gestapo looking trooper said the keys was in the ignition and the engine was on.. which wasn't true. This was 1973 and my dad has never set foot in that state ever again.
All I remember about NJ was the potholes on the highway going to Ft. Dix from the airport while coming back from Germany... sheesh.
