OR Gov Kate Brown must really think she is something special. How is she going to enforce the bill she signed on Net Neutrality when the internet is global? Is she going to act like she is in Iran or China and ban certain sites or providers from the citizens of Oregon?

The bill she signed prohibits state agencies from doing business with any ISPs that throttle/block/etc, and yes, it's easily enforceable.
