She just looks like a typical 28 YO gal who partied too hard and did something really stupid.

I really don't see drugs in her, just a lot of booze - maybe more than she is use to but her completion is clear and she does not show any signs of drug 'emaciation'

Heck I once saw my own beautiful daughter (who is a nurse and NOT on drugs) look like this one morning after a rather 'rambunctious' family get together that went way too late... Heck I didn't look much better!
