Can OSP hold up the transfer of a CL3 item?

They can do anything they want to do. If you need their "permission" for anything, they can say no. It's then up to someone to fight them. There is no automatic "they can't do that". EVERY law on the books only means what some judge says it means.

Sb941 stole legal gun owners "right" to own firearms, once every transaction "must" go thru the government to be "legal" the "right" became a "privilege". A "privilege" that the government can track and number and approve or deny. And apparently they at a whim now make firearms they see to be "illegal" to be "denied" until they can pass a law to actually make them "illegal",

I'm happy to see they're no longer holding these up. I got my 590 Shockwave before this fiasco, shortly after they went on sale, and it's honestly one of my favorite guns
