Turns out that since 1982, 61 mass shootings were performed by males, and only 1 by a female. The male shooters killed 505, the female one killed 8 people.

This clearly proves that the issue is mental/social/educational/cultural, not technological, since all those "assault weapons" and "high capacity magazines" are equally accessible to both genders.
