Quite the opposite, that would be Missoula. Billings is a redneck paradise (which is fine) but it's combined with heavy drug abuse, high murders per capita, and fumes from the gas plant. Plus, nobody can drive in the winter and highway fatalities are VERY common near the city.

That being said, it's a beautiful area and the small towns surrounding Billings are very nice.
