There is plenty on info out there for how to, so it should be a non issue
Felt wads can be had at most shops that sell B.P. supplies! :s0155:
 
I assume just for revolvers, One can make non lethal projectiles using paraffin bullets and just the primer (no powder) for close range fun. following suggestions from Bill Jordan's book "No Second Place Winner", I pressed deprimed (to let the air escape) brass into 1/2 inch thick cake of Paraffin, (I used my drill press) then put on a fresh primer. Pretty accurate short range fun. at your own risk:rolleyes:
I did this with 45colt but don't see why 357 won't also work -may have to tweak the thickness,
 
The easy way to make blanks is just shoot primed cases. Not super loud, but noisy.
 
Shooting blanks on New Years Eve was super fun. My 78yo MIL can't stop talking about shooting "Big Mamma" last night.
50 BMG blanks are louder and cheaper than the fireworks I'd normally buy. AND the light show is at ground level!
