I've done that in the past but for me it was a pain to haul the water, and a pain to move the stands once filled. I sometimes have 6 or 8 stands out to practice ICORE and move the course of fire around. The water sloshes out of the base as you move them. With the rebar I tip up the stand and the rebar slides out. I then pick up the rebar with one hand and the base with the other. That way it's easy to move around and I don't have wet targets in the back of my SUV when driving home (assuming it wasn't raining while shooting the all bets are off)! ;)
