Looking for gunsmith in Portland area

I need an old Marlin 795 .22 barrel taped for the front sight like the newer models. I want to install some tech sights for apple seed.

I also have a 22 bolt action that was my grand fathers that I need looked at. Its a bit long to post here but in short it used to work great, then it shot way low all of the sudden so I took it to a local store near north plains to have it looked at and the charged me $150 and now it will not even cycle. It may be junk now but I'd at least like a professional opinion.
