Looking for a great gunsmith

Hello I am looking for a great gunsmith to rework a rem 700. I will want it rebarreled, different stock, and trigger work. I am hoping to get around a 1/2 moa riffle and spend about 1500- 1700 on the project. The other option would be to buy a bergara hmr pro for about the 1500 price range. Might not be 1/2 moa but shoots under 1 moa regularly for what I have read.

My question is who has spent money on a gunsmith they like for around that money and what kind of groups are you getting.
