Was going to buy a 17 HMR rifle from a person in Oregon & he wanted to do a FFL transfer. Went to 3 gun stores in Oregon they told me I can buy all the long guns I want with no transfer who is right ???

You can buy any long gun in Oregon and go home with it from any FFL or gun store. Private sellers you then have to go through an FFL and pay a fee. Don't buy any pistols period from a private seller period. Again, any private sales of long guns do go through FFL and gun stores pick your long gun and buy and go.

Plus gun stores would not lie to you. Look what they have to lose.
 
All sales between states require an FFL per federal GCA of 1968.

Long guns you may use an FFL in either state.
Pistols require the seller to bring (or ship) the gun to an FFL in the buyers state.
