Sorta, prior service civilians are not allowed to have select fire, their rifles are converted to semi-autos… at least that's what I seem to recall from a documentary on the subject.

I do not know about that, but my time in Switzerland in 2019, confirmed that servicemen can keep their military rifles unmodified but ammo is kept in an armory.
