This is a .38 smith and wesson service revolver, it is a collector item and has the stamp for RHKP which stands for Royal Hong Kong Police.
It is in excellent condition and looks like it has never been fired or not fired very much.

I have had a difficult time finding a site that lists the date according to serial number.... but I believe it is around 1977...

That's cool...I remember seeing the street cops walking around downtown Hong Kong with these guns on lanyards with sam brown type holsters. That was in 1992 when our ship was coming back from the Persian Gulf! Damn, I'm getting old!
