Let's put a moratorium on arrests

I think the most appropriate response to these guys getting out is to put a moratorium on arrests and put in a policy of "BANG! Stop or I'll shoot."

I would guess there will be less arrests in the future. I would also guess at least half of the escapees won't live that long.
