Legit Place For UT/WA Permit in Eastern OR or WA

My travels this week are taking me for a rare trip into UT. Unfortunately, my OR CHL and WA NR CPL don't cover me into NV (which could happen).
I had planned on the NR UT permit but one day l found myself bored and 2 blocks from the Douglas county (Washington) sherriff's office so I wandered in and got the WA NR CPL... all GTG in the areas l usually travel to.

Now I'm rethinking the value of the UT nonresident permit and looking for the training in either eastern OR or Washington... Tri-Cities, Walla Walla, Pendleton, Hermiston, something in those parts.

Any suggestions? I'm not too worried about getting the rock-bottom lowest price, l just need the cert but don't want to get ripped-off by an uncertified "instructor".
