Would it be legal to have my b-in law who has a cpl and does not have to wait 7 days in Wa,buy a gun that I want and then sell it to me ,thus helping me avoid the 7 day wait?

Where do you get the 7 day wait? You wait until the Sheriff clears the transaction or 5 business days, whichever is shorter,or you get your own CPL.

Can your BIL (or anyone) purchase a firearm, with his/their own money, and gift or sell it to you at some later time? yes.

Can your BIL purchase a firearm for you with your money...No. That is considered a "straw sale" and is illegal.
