As a certified Range Safety Officer, I would say that the young woman's questionable gun handling would require, at a minimum, a firm talking-to followed by a vigorous frisking. In Minecraft.
 
Gun over the shoulder like that is common in uprange movement
where there are no targets to engage for several steps.
To keep from breaking the 180 (an imaginary line usually parallel
to the back berm, which moves with the shooter)
Generally there are two popular methods. For a right handed
shooter over the shoulder if they are going to engage targets
toward the right side when the run ends (turn toward the gun),
or trailing the gun inverted if they are going to turn the other way
(again, toward the gun).

Why not just reholster? Is it just to shave a second from total time because I think from a biometric/physiological point of view a full sprint speed usually entails pumping both arms up and down at one's side and would be faster.

I don't' get those loooww-cut pants. I'd think they'd be falling down with a holster and spare mags hanging on them while running and shooting? What keeps 'em up?

Distance of an uprange run is usually more than 8 ft but less than 50 ft. Holster and draw are slower than retaining the gun in hand. Go watch a local USPSA match (WARNING: extremely addictive) or look at some on youtube and you will see what I mean.
