When I was in Oregon I asked the state multiple times to help our clinic in St Helens prepare for an Earthquake or other disaster. Their response was nothing even though people in Columbia county will obviously go to the location for help since it used to be a hospital (its not now, that's for sure). I had 2 people who worked for the state also ask for me and they still did not respond. I quit asking after multiple attempts.

If you are in Columbia county there is nothing prepared to help you and it will be very unlikely that ambulances will be able to get to Portland in that big of disaster.

So plan to hold out until FEMA brings some credit cards and tents 3-4 weeks after the disaster.

So did I miss it or,...
Was there no mention of what happens when all those people that didn't prepare for 2-3 weeks get restless and desperate.
And what it might take to keep them at bay.
