Since the frame is included this would have to go through a FFL across state lines correct?

Nope, Kel Tec "P" pistols use a receiver that has the serial number on it. This parts lot does not come with the receiver. The "frame" is just the polymer grip.

I wonder if that top end would fit on my P-40/P-357 SIG lower. That way I could have three calibers from one KT.

The P-11 and P-40 are the same gun.. just different barrel and magazine. KT did sell a P-40 conversion kit for the P-11 a while ago that was just the .40 barrel and mag.
