Can the front sight be replace on this E9, or is it like the economy model CW series with the fixed plastic front sight? This is the Carbon Steel model correct?

The front sight looks to be staked in two holes mounted in the slide. You'd have to press out the sight and replace with the appropriate replacement.

Yes it's the carbon steel.
