Looking for some clarity. Does the July 1 magazine law apply to mag extension basepads which add capacity?

IF they make the mag have a capacity larger than 10 rounds and you add them to the mag, then probably, yes. I believe the interpretation would be that you then manufactured a mag with 10+ round capacity.

In and of themselves? I don't know.
