I always felt that a conscripted military was the way to go. These men would rather be home so they fight hard and win the battle as quickly as they can. A volunteer army can be bought.

I am no longer sure that I was correct. You can still buy the volunteers and if you carefully select the "conscripts" you can have a corrupt military to do the emperor's bidding . . . And be happy to do it!
