I was curious what the function or reason for the piece of stock cutout right above the trigger. I haven't seen this on other VZ 24s

If I recall right, that's where the ball of the bolt rests. Makes it easier to get to the bolt knob.
 
More clearance for the bolt knob. To easier get your fingers under there to quickly operate the bolt. Think for a second.......how tight would it be without the cut?

Actually and not a surprise that the German K98k has them too.

First off, the rifle in the picture is not a VZ24. As others said it, it's an Israeli stocked K98k. Standard VZ24s don't have a bolt cutout as they are straight bolt. Bent bolt Mausers, like the K98AZ, the K98k, the Wz29 and the Romanian Vz24 sniper rifles had the bolt cutout.
