ISO Gunsmith barrel cutting/re-thread along with pin & weld

Looking for a local gunsmith that is capable of cutting an ak barrel & re-thread for a traditional 5/8x24 so i can use my ASR lantac dragon Muzzle brake and have it pinned & welded to have an OAL 16" per atf compliance. Local GS aren't able to commit on new work due to the HB1240 fiasco for legal purposes.
