I had to format my computer tonight (desktop) and after doing so downloaded Chrome and I see a lot of changes.
For one could not log onto NWFA as I got a massive security message. I had to choose the override option and while now on the forum I get a red triangle with a exclamation point and a red https: with a red line through it in the address box.
Another forum simply says 'not secure' with a circle with an i inside but it is NOT red.
I see a lot of changes with Chrome as well but that was described as being a recent change.
Another forum simply shows the typical https: with the address following it.
I have never had this happen before.
Please advise !!

I have not used Chrome on my Desktop in a long time so I opened it to see this post. It did turn on some kind of blocker, there was a banner at the top asking me to support NWF by turning ad block off. Took a while to figure that out. Then I am not seeing the stuff you are. So as a guess, since you just formatted the machine, is take all the Windows Updates then try again? I would also try another browser, like FireFox. See how it does.

Sounds like something could be wonky in your Chrome settings.
I'm on W7 and using Chrome Version 69.0.3497.100
I'm using default settings and have never touched "Manage Certificates".

I would make sure that my Chrome version was current.
Update if necessary and if not, I'd dump what you have and reload it.
Pay attention to the options as you reload.

Also is there a new Anti-Virus or Anti-Malware that you loaded ?
 
Once everything is updated, you should have at least some very basic updated malware protection from Windows (assuming that's what you're using). Every piece of malware my computer has ever gotten has come via ads. Hence why I also usually install an ad-block extension for my web browser and make sure to whitelist (disable) it for the websites I trust, such as NWF.
 
Its Chrome generated. Seems I am past it now but NWFA still shows as Not secure in red.
Seems weird to have to "teach" the browser what to allow.
Default settings should get you running.

An AV or AM will sometimes have to be told what to allow.
I wonder if Windows Defender came in with the OS reload and is running a little wild ?
(I know you said Chrome generated)
Have you tried right-clicking on the warning to see if there is an "allow" option ?
