Whats the deal with Chinese weapons being imported, or not imported?

For example...

Why can the Catamount Fury be imported, a semiauto shotgun wholly made in China come in...

But this Norinco M14 is NOT legal to import?

I always assumed that the glut of Chinese SKS rifles were here before the ban or exempt because of C&R status or that they were imported from a country other than China...

So whats the catch? It kills me to go to the Marstar.ca website and see all of the things that Canadians can get ahold of but we cant.

Does this apply to ammunition as well? Marstar has a 1440rnd case of Chinese surplus 762x39 for $200 (less in USD)
 
I believe it was the Clintons that banned the import of guns from China because some regulations were broken. 1994 they stopped the import of all guns and ammo from China.
 
It looks like a decent alternative now that Saigas aren't coming in anymore... And everyone who has one os trying to get $1500 for them since they're 'banned'

These are going for $500 or so...

Just makes me think about what else is out there. Especially the cheap ammo
