I think the closer the gun is to you the better, storing in a portable device like a car or motorcycle requires a higher level of care then in a home and to be secures in a car as an example access would be difficult most likely defeating the purpose of even having it with you I would think?
 
And in OR you can't have a loaded magazine near the handgun or rifle, it must be locked away separately or it's considered "loaded" if the magazine has ammo in it. In WA you just have to be sure the magazine isn't "locked" in to the weapon.

Try again: In OR it is perfectly legal to openly carry a loaded pistol, even in a vehicle...except is certain cities that have taken advantage of ORS 166.173...and as there are only 6 or 7 of these type local governments, most of OR is perfectly fine with loaded Open Carry, in a vehicle, or on foot. Even in the cities that have restrictions, you can have a loaded magazine in your pocket and a pistol on your hip.

First, OR is an unlicensed loaded Open Carry state. You need to read ORS 166.173, and tehn find teh loacl governments that have those ordinences that comply with ORS 166.173 (Like Portland, Beverton, Tigard, independence, Oregon City, Salem and Astoria...not many) before you need to concern yourself with unloading, unless you have a license to carry..in which case, the town ordinances mean nothing.

This only applies to Open Carry, you do need a nanny permit (Or CHL) to conceal. Read ORS 166.250(3) and ORS 166.260.

Back to Burt and his OP. The WA law is in RCW 9.41.050 (restrictions) and RCW 9.41.060 (exemptions). Unloaded in a case is always OK...even for a 16 or 18 year old. See, RCW 9.41.060(9) "any person..."

Generally speaking, if you do not have a WA CPL, a recognized states CPL (resident or non-resident), and you are not going to, from, or participating in, an outdoor recreational activity (RCW 9.41.060(8) or other exemption, you cannot have a loaded pistol in a vehicle, but you can always have an unloaded pistol, with the ammo next to it.

To obtain a WA CPL, as an OR resident, apply at any Sheriff's office, cost is $52.25, takes about 15 minutes. Fill out an app...turn it in, get fingerprinted, pay your fee, go home, they will mail it to you in a few days. (must be within 60 days for a non-resident permit, but most Sheriff's will have it back to you in less than a week.
