They also should just call it a PISTOL LICENSE..... Washington Co. calls it a Concealed Handgun License and that screws people up...... concealed? so shouldn't it be concealed? I have had cops tell me "well your license said CONCEALED, so you have to keep it concealed".
It only covers you for CONCEALED carry, nothing else, not even open carry which is covered by state law.
My WA permit is a License To Carry Concealed Pistol or CPL.
My OR permit is a Concealed Handgun License or CHL.

He's absolutely correct. If you do not have a licensed to carry a concealed weapon, the moment you sit down into a car....the weapon has become "concealed". You may carry that same weapon on your person if you want, but it MUST be unloaded, and the ammunition stored in a separate part of the vehicle....IE: in the trunk, in a locked box, in a locked glove compartment. The way they see it, is that if you don't have a permit, than you shouldn't have the ability to access, load, and fire you're gun without having to stop driving. (again) IE.....no easy drive-by's.
Okay.... so when I read ORS 166.173 and 166.370 it says nothing about open carry or conceal carry, just position. Washington County's conceal handgun department told me that with a license I can conceal carry (obviously) and I can also open carry if I choose to. As far as I know, there are no laws that prohibit you from Open carrying with a license..... unless I am not aware of such a law.
my 2 cents--i read it in the forums awhile back,that you can carry a loaded handgun in the vehicle--if you are on the way hunting,or fishing--or on a return trip from the same
Any person engaging in a lawful outdoor recreational activity such as hunting, fishing, camping, hiking, or horseback riding, only if, considering all of the attendant circumstances, including but not limited to whether the person has a valid hunting or fishing license, it is reasonable to conclude that the person is participating in lawful outdoor activities or is traveling to or from a legitimate outdoor recreation area.
As you can see from the statute, that isn't necessarily true, though having one helps demonstrate that you were participating in "lawful outdoor recreation". (If you look like you're hunting, but have no hunting license, and are carrying concealed, it wouldn't be hard to conclude that you are actually poaching, and therefore not engaged in lawful outdoor recreation.)p.s. you must have a hunting,or fishing license on person

Firearms may be openly carried in cars without any license except where localities have made open carry illegal; however, an Oregon concealed handgun permit holder is exempt from all local open carry bans. To our knowledge, only the cities of Portland, Beaverton, Tigard, Oregon City, Salem, and Independence have passed loaded firearms bans encompassing all public places.
