I-594 and Private Sales of Handguns to Those Under 21

With I-594 taking effect and requiring all private transactions to undergo a background check, can you still legally purchase a handgun between the ages of 18-21?

It seems as though since you'd have to involve an FFL dealer, they couldn't legally permit the transfer because of their involvement.

Anyone experienced this yet, or have a clearer idea?
