I believe it to be small (blue paint) Fisher (Jerry Fisher) scraper. The maker also uses an octagon (green paint) Fisher scraper.

Having been through a similar experience, I can attest.Just like to point out that MNR's beautiful rifle that you see here was made in Vermont, NOT London. His price for this true work of gunsmith's art is about one quarter that of the same style of rifle made by John Rigby of London. Were I ever in the market for such a piece, I'd be leaving smoking footprints in the pavement on my way to Vermont. His .375 H&H Hatari rifle is a $100K 'London-grade' arm for $16K. Just to pick it up and put it to my shoulder would be worth the airfare to do it.
