King County said they will accept new applications once King County is in Phase 3. 1 of the requirements to enter P3 is 25 or fewer cases per 100,000 residents over a 14-day period. In Pierce County(population = 900k) that means under 226 cases in 14 days and Pierce declared 67 new cases yesterday.
That this rate they'll never start issuing new CPL applications.
