In the past, I swear I've seen large totes of "mutilated" brass for sale on government auction sites. Wonder if that's no longer a thing?
 
...or brass that can only be purchased by businesses that can verify they will/have mutilated it.
I used to buy reloaded ammo from Surplus Arms and Ammo in Tacoma Wa that used old Lake City brass

Recently rented a dumpster for work. Showed up "empty" with hundreds of casings from 9 to 50bmg. Called the garbage company and they said it was last used by the national guard.
