Washington How does 1639 affect traveling in a vehicle with an unloaded firearm

I read that people between 18 and 21 need to have trigger locks on the weapon when traveling in a vehicle to an authorized location. I can't find any information on how that affects the rest of us. Did they apply that to everyone now or what.
