Unscrew the windage screw all the way out. The sight blade has a notch that is pushed against a spring, you carefully wiggle the notch off of the spring and it should come out. Be careful not to lose the spring. Look at your ruger manual schematic or go to their website and you will have a clearer picture of what I'm talking about.
