If there were more 7.62x54r semi autos out there I'm sure USA Mags or Tapco or some other company would design and build hi-caps for them. I suspect that the market is too small to justify the expense of design and production. If there was money to be made, someone would be makin' it!
 
That's pretty much it guys. You've hit on both reasons.
1: The rimmed cartidge is not good for large stacks. The Russians played around with high capacity magazines for the Mosin-Nagant a few times, but the round does not lend itself well to stacking so much. The curve is too great. Stack down twenty rounds on a table and you'll see what I mean.
2: There's not any resonable market for a 15+ mag for 7.62x54R. No one wants to produce one. It's not impossible, just impractical.
