Right, I just thought it was weird that they are NOT ALLOWED to carry.

They have to inspect all the gun businesses (even ones doing illegal activity) un-armed.

The state has some of the same- there are investigators in various departments that are not allowed to carry (even though they should!) I met an investigator from, get this, the Tattoo regulatory division (I don't know the legal name). He did not carry a gun but went to these tattoo shops were he had found ex-felons with .357 next to their work desk.
