It looks like you have a Series 22 Arisaka Type 99, mid war production. Made at the Kokura aresenal which produced just under 600,000 Type 99's starting with series 20, ending at series 26. Yours is lacking the bipod mount at the bottom of the front sling indicating that this is an early transitional example. There should be a 3 digit, hopefully matching the rifle, number on the bolt dust cover on back end. The dust cover is built to be loose so it doesn't jamb. As mentioned earlier they were often ditched as too much effort to use. Does the bolt match the serial number of the rifle? It can be found at the base of the bolt handle.
