^^With Chapman on the Finance Committee in opposition, as well as others...lets hope this ends...soon. Massive waste of everyones' time and energy. But it did further highlight they lengths and tactics they'll go to.

Also, wonder if this is also a distraction tactic, so they can advance other things while we're all focusing on 2947. There are still other bills in play that shouldn't be ignored.

God for bid that it makes it out of committee to the floor for a vote but Chapman did mention that his counterpart, Rep Theringer will also not support it. They both have mentioned that they would've liked HB 2240 to pass but this one here is DOA because of the way it was disingenuously brought in as an appropriation bill.
 
2947 isn't 'dead' at this moment. (3-6-2020/9:30am)
Per my reps office, they "believe" it's going to die for lack of votes but no guarantee... o_O

I received two responses from Rep. Mary Dye last night, here is the first:

Thank you for being in touch. I believe I may have received an email or two from you already this session, but regardless, I want to remind you that I am a firm supporter of Second Amendment rights. I consider the Constitution the supreme law. I have been observing the movement of a plethora of firearm-related bills since the session began in January, and in the days since have all seen a variety of moves being made within the legislature to circumvent Constitutional law.

For example, many lawmakers have expressed distaste for the reintroduction of firearms legislation previously turned down by the full body. I can tell you that at this point HB 2947 (formerly HB 2240) has not made it out of the House Committee on Finance, and the cutoff for policy bills has passed, as has the cutoff for any finance bills. I am monitoring this particular piece of language to ensure that it does not in some way resurrect itself.

Please know that my deepest concerns around gun violence center on mental illness and the breakdown of the family. One of my primary objectives this session has been to monitor and oppose legislation which erodes the efficacy of law enforcement. Over the past few years, I have observed disturbing trends that, over time, set the stage for the undermining of services designed to keep communities safe.

Today we are spending the majority, if not all, of the day voting on the House Operating and Transportation budgets.

I appreciate your concerns and am in your corner when it comes to Constitutional rights around firearm ownership.

Friday, March 6th, marked the deadline for all policy bills to receive a floor vote in the opposite chamber. Having failed to receive a floor vote, several anti-gun bills are likely defeated for the session. Unfortunately, a number of bills did receive a floor vote and were sent back to their original chamber for concurrence before heading to the Governor's desk for his signature.


The following bills passed:


Senate Bill 5434 prohibits the possession of firearms in childcare centers, including by CPL holders carrying for self-defense. In addition to leaving law-abiding citizens defenseless against criminals who ignore arbitrary boundaries, the bill requires child care centers to publicly indicate they are "gun-free zones" by posting signs outside the facilities.


Senate Bill 6288 creates an Office of Firearm Violence Prevention within the Executive Branch of the state government. Governor Jay Inslee and his administration have already made it clear where they stand on Second Amendment issues—they routinely sponsor and support gun ban legislation and initiatives designed to disarm law-abiding citizens. This office would be nothing more than a tax-payer funded lobby group whose sole purpose is to erode self-defense rights in Washington.


House Bill 2622 modifies Washington's existing firearm surrender provisions for individuals subject to a court order. This bill compels a respondent to appear and provide proof on how and to what extent they complied with the surrender order. This is a serious encroachment on the right against compelled self-incrimination in any criminal, civil, or other government proceedings. Failure to appear results in the individual being in contempt of court, thereby putting the individual in a no-win situation.


The following bills failed to receive a floor vote:


House Bill 1010 allows the Washington State Patrol to waste taxpayer dollars destroying confiscated firearms rather than sell them to raise funds.


House Bill 2305 imposes a mandatory firearm prohibition for respondents of a Vulnerable Adult Protective Order. This order, which removes someone's Second Amendment rights for up to 5 years, requires no criminal convictions or even charges. Due process limits restrictions on constitutional rights to only serious convictions and adjudications that provide procedural protections to the accused, which results in more reliable proceedings. The Right to Keep and Bear Arms should not be treated as a second-class right and should only be restricted when sufficient protections are in place.


House Bill 2623 prohibits an individual from possessing firearms if they are convicted of the misdemeanor crimes of unlawful aiming or discharge of a firearm. This poorly conceived legislation even applies to airguns and slingshots, and has no exceptions for an individual aiming or discharging a firearm for self-defense purposes in a location that is otherwise not authorized.


Meanwhile, HB 2947 remains in the House Finance Committee. Since it is tied to the budget, it is not subject to the same deadlines and is still considered active until the legislative session adjourns this Thursday, March 12th. House Bill 2947 bans the manufacture, possession, sale, transfer, etc. of magazines that hold more than fifteen rounds of ammunition. It appropriates funds for the State Patrol to conduct a "buy-back." Such turn-in events serve as nothing more than propaganda for gun control advocates while failing to promote public safety in any measurable way.

Well, today's the last day, but I have the feeling that the dem-wits in the legislature are up to their same old tricks; waiting until the middle of the night, so they can push this through in secret. They've already done it this session with the porn for kindergartners bill a week or so ago and we can't forget last years $5B tax increases pushed through at 2 am. These dem pols will use any/every dirty trick they can to punish gun owners and diminish (with the goal of eventually erasing) the 2A.

AND THEY ALL LOST their signature bills!

Can you even imagine how upset they are right now?
This was the hardest-fought session I've ever seen. You showed up in force to deliver the smackdown they never saw coming.
The inmate-orange crowd complained we were better organized and more active than ever before—they PLEADED with their audience to fight us.
You showed up en masse to hearings and drowned them out! Their shirts were useless because we took all the seats!
Sure, there were a couple of bills that made it through. Sure, some are going to be problematic down the road.
BUT YOU OVERWHELMED THE LEGISLATURE! They were convinced these signature bills would sail right through.
YOU HAMMERED THE WEAK Ds and made them think VERY hard—and ultimately vote with us, their constituents.
What people may not realize is the Ds are one seat away from a super majority. We did a DAMN FINE job in fending off bad legislation when you consider how far behind the 8-ball we are.
I'm so proud to fight alongside you, the "gun lobby": not the paid shills, not the paid seat-fillers.
Just hard-working volunteers who are fighting to take back their right to defend themselves and their families.
I'm so very proud of what we've achieved.
