This was an interesting read outlining some numbers to show that gun buybacks simply don't work to reduce crime. In some areas they even experienced a significant short term increases in the month or two following a buyback.
A couple of pro-buyback quotes are made. One guy quoted as saying that they decrease murders, even if there is no data to support that.
But the cream of the crop... I want THIS guy to come to Oregon before the next buyback!! His theory is that buybacks simply don't pay enough! Criminals won't turn in their guns for no stinkin $50 or $200 gift card if they can get $800-$1000 on the black market.
If we are going to throw away taxpayer $'s with buybacks, I've got a couple PSA level firearms I would be HAPPY to upgrade to some purdy DD's!

Though well-intentioned, gun buyback programs miss the mark | Editorial
Buybacks don’t get guns out of the hands of criminals, so why keep spending taxpayer dollars on them?
