What it means in reality is no NEW manufactured M855 projo's cant be sold to civilians.

All the surplus pull downs are still ok to reload and sell.

++++ If you have a 07/02 FFL you can still buy new production ap or tracer of ANY cal. up to .50
What you do with it is up to you and not regulated.

There are plenty of guy's like me that will resell it and not rip people off with mark up.

So any ban is irrelevant.

Sadly the side effect of all this 'Pre-ban' stuff is that price of 5.56/.223 ammo is increasing. Similar to what happened with .22lr Ammo frenzy.
