Well if we're locking up "potential" threats then I want very mexican and muslim locked up since we have an MS-13 and terrorist problem here in the US.

If they do a psyche eval and he is seen to be a potential threat would his being held then be ok in your eyes? Just having the materials is not a crime, of course, but if he shows a distinct desire and has the ability would that satisfy a legal requirement?
