I subscribe to the Washington County Sheriff's Office monthly news letter, and the most recent edition has a good article for CHL holders.
http://www.co.washington.or.us/sonews
It discusses the issue of "should I shoot or not" in an active shooter scenario. It's plain common sense - advising CHL holders to practice drawing from concealment, practice shooting with their carry gun, advising the use of cover, to be prepared mentally to make the decision to take a life, and what to do AFTER you've taken the shot(s) if you have to (ie holster the gun or put it on the ground to avoid being shot by responding police officers)
Sheriff Garrett and his guys make me proud to have them as our county's LEOs. I can remember sheriffs who weren't as warm and fuzzy for gun owners, who would've said "don't carry, don't get involved, leave it up to 'professionals'"
