Your rifle is an antique, and is built (if I remember correctly) on an 1896 Sestroretsk receiver. You can sell it legally to anyone outside of Oregon without an FFL transfer. This particular rifle was rebuilt in 1968 against treaty, hence the lack of an arsenal mark. I've read that these 'sneaks' were used for officer marksmanship training. The Arctic Birch wood is original, not refinished, and exhibits typical Finnish cross-grain sanding and arsenal plug fixes. Die-hard Finn collectors like these plugs. The pronounced tiger striping is also very unusual.
