Depends on the distance...3 sec for 16 rounds is kinda fast. Is this from the holster (draw + shoot)?

Its was from an OSP officer that shoot a kidnapper here in Oakridge last week and he only hit the guy 3 time once in the ear and the arm and leg, I know the stress level was throught the roof but still I think he could have don't better shooting.
