Gifting lifetime membership

I'm trying to gift a member a Bronze lifetime membership as part of our recent site fundraiser prize, and finding I'm unable to do so. Member is already a bronze and silver supporter and I do not have the option to gift the member an lifetime upgrade for bronze level. Any and all help would be much appreciated. Thank you
