I may be mistaken but I thought you could also stop into any DMV and they usually have them sitting out for helping oneself...which I do! The past few years I stop in when I'm in the neighborhood and snag a bunch. I have one in each vehicle, each pack, and squirreled away here, there, and everywhere.
