Form 4 question for king county

Does anyone know if King county sheriff is signing off on form 4's ? I have a out of state buddy that is a class 3 dealer and needs to transfer some items to a lady in king county that she will be inheriting. He called the sheriffs dept and they told him they dont know. And all the local dealers he contacted told him the same anwser....

If she's inheriting them, it's a Form 5 that's needed.

Also is there a City police were she lives as that Sheriff could sign instead of a County or State Sheriff.
Bonus of Form 5 is it is tax free.

yes that is correct, i put form 4 because 90% of people have never heard of a form 5. But anyways anyone know if he signs off or not? I know nothing of where this lady lives other than my buddy said to use the sheriff. Thanks

Couldn't she get a gun trust started for those items. Then she wouldn't need a sign off by the top dog LEO.
